Kazimierz Bilanow
Managing Director, IREG Observatory on Academic Ranking and Excellence

Dr. Bilanow is a core partner in the European project “Indicators for Mapping and Profiling Internationalisation” (IMPI) . He is also coordinator of “Study in Poland”, a joint project of the Conference of Rectors in Poland and the Perspektywy Education Foundation.

His past professional activities include being the International and Commercial Director for the Polish Press Agency. He was a foreign correspondent for Polish and international press in Scandinavia, USA and Canada. He has also been a lecturer at the New School for Social Research, New York and at the International College, Elsinore, Denmark.

He holds a Ph.D. from  Poznan Univertity, and recently published the article “Perspektywy Ranking – the Art of Evolution” in the Journal of International Higher Education.

Tommy Hor
Director of Computer Centre, National University of Singapore


Mr. Hor holds a Master of Philosophy in Computer Science from the University of Hong Kong. He received a Teaching Excellence Award from the National University of Singapore for the use of IT in teaching in 1998. He and his team have successfully implemented one of the largest IP telephony networks in the Asia-pacific region with the deployment of 5,500 IP phones for the faculty and staff in 2005. Also, in recognizing his great achievement to harness the idle CPU power from over 1,300 PCs on campus for research computing, Mr. Hor was conferred the CIO Asia Award 2006. In 2008, Mr. Hor and his team won the MIS Asia IT Excellence Award for the Best Security Strategy Category

Isidro F. Aguillo Caño

Director of Webometrics of the Higher Council of Scientific Research, Madrid, España


Isidro F. Aguillo Caño obtained a Bachellor’s degree on Biology by the Universidad Complutense de Madrid, and another one on Information and Documentation by the Universidad Carlos III de Madrid.  He undertakes many activities bothe in European (WISER (web R&D indicators), EICSTES (web indicators), PEKING (knowledged management), SALUT (anorexia & bulimia), IMPACT-INFO2000 (information society), and Spanish projects (TECNOCIENCIA (R&D portal), ICYTnet (Virtual libraries), Ciencia e Internet (Analysis, description and evaluation).
He is the editor of the electronic journal “Cybermetrics”.

Eloisa Viggiani
Product Sales Manager at Elsevier, Latin America

Eloisa holds a Bachellor’s Degree in Mechanical Engineering by the University of the State of Rio de Janeiro. Her past work experience include being a network engineer at IBM and, more recently, sales manager for Lucent Technologies. She is responsible for the sales of research performance evaluation & planning tools and scientific databases for the academic and governmental markets in South America.

Félix de Moya Anegón
SCImago group

He holds a Ph.D. in Geography and History by the University of Granada. He has been a professor at the University of Extremadura and at the University of Granada. He also served as Vice-chancellor of University Community Services, and as Vice-chancellor of New Technologies at the latter. He is the main researcher of the unit associated to the SCImago group, involved in projects like the Scimago Journal & Country Rank, and the Scimago Institutions Rankings. This project is in clear expansion to Ibero America, through the Ranking Universitario de Instituciones de Investigación – RI3. He is a member of the directors council of the European Foundation for Quality in e-learning, among many other positions that he holds.

Imanol Ordorika Sacristán
General Director of Institutional Evaluation, UNAM

He holds a Ph.D. in Social Sciences and Education by the University of Stanford. Since 1989, he has been a researcher at the Institute for Economics Research of the National Autonomous University of Mexico (UNAM). His research interests include educational policy, the relationship between power and education, and educational indicators. He is also a frequent columnist in many journals, especially in “La Jornada”.

Gustavo Anabalón

Chief Information Officer, University of Chile


Industrial Civil Engineer with an MBA by the Universidad de Chile. Starting April 1st, 2011 he has been appointed CIO at the Federico Santa María Technological University, so his position at the University of Chile is ending. At the latter, his responsibilities included being in charge of administrating the technological infrastructure constituted by a Giga-ethernet network interconnecting 48 locations along the campus and the buildings, over of 12,000 computers, a private telephone network of 8,500 extensions, the information systems supporting all activities of the institution, the access services and network protection and others. His areas of interest and experience include IT Management, Higher Education Management, Project management, IP Telephony, and Budgeting.

Marcelo Knörich Zuffo

Professor and Researcher at the University of Sao Paulo


He holds a Ph.D. in Electrical Engineering by the Polytechnic School at the University of Sao Paulo. At USP, he coordinates the Group for Research on Visual Computation and Interactive Media. He is also currently coordinating the Cloud USP Project, the largest on ICT at USP at the moment. He is an active member of many professional and academic associations, such as IEEE, ACM, and the Brazilian Computing Society, among others.
